Abstract
ABSTRACT:
Municipalities play a central role in improving citizens’ quality of life and advancing sustainable urban development; however, existing municipal performance evaluation approaches remain fragmented, inconsistent across jurisdictions, and insufficiently aligned with evidence-based decision-making, while the lack of standardized indicators limits benchmarking and accountability. This study aimed to systematically identify, synthesize, and structure municipal performance indicators and to develop an evidence-based conceptual framework for municipal performance measurement. A systematic literature review was conducted in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA 2020) guidelines to identify and consolidate performance indicators reported in previous studies. The extracted indicators were screened, classified, and synthesized into an integrated domain-based framework. Indicator weights were subsequently determined through a Delphi-based expert consensus process, overall municipal performance was assessed using the Simple Weighted Mean, and the results were interpreted through Strengths, Weaknesses, Opportunities, and Threats analysis. Six normalization techniques were also applied to ten hypothetical municipalities to examine the robustness and stability of municipality rankings. The systematic review resulted in 77 core indicators and 170 sub-indicators organized into eleven municipal governance domains. Application of the proposed framework showed that, under target-based normalization, Municipality 8 achieved the highest performance score of 59.43%. Comparison of absolute differences among rankings generated by the alternative normalization methods further indicated that vector normalization, following 177 iterations, produced the most robust and stable ranking outcomes. The proposed framework provides a comprehensive and evidence-based architecture for municipal performance measurement by integrating the broad spectrum of municipal responsibilities within an 11-domain key performance indicator system. By combining systematic evidence synthesis, expert-based weighting, SWOT-oriented interpretation, and normalization robustness assessment, the framework offers a practical basis for municipal benchmarking, accountability enhancement, strategic alignment, and evidence-based urban governance.
