Tehran City is the capital of Iran. With a population of around 8.8 million in the city and 15 million in its larger metropolitan area, Tehran is the most populous city in Iran and Western Asia, and it has the second-largest metropolitan area in the Middle East. It is ranked 29th in the world by the population of its metropolitan area. In the Classical era, part of the territory of present-day Tehran was occupied by Rhages, a prominent Median city. It was subject to destruction following the Arab, Turkic, and Mongol invasions. Its modern-day inheritor remains as an urban area absorbed into the metropolitan area of Greater Tehran. Tehran was first chosen as the capital of Iran by Agha Mohammad Khan of the Qajar dynasty in 1796, in order to remain within close reach of Iran's territories in the Caucasus, before being separated from Iran as a result of the Russo-Iranian Wars, and to avoid the vying factions of the previously ruling Iranian dynasties. The capital has been moved several times throughout the history, and Tehran is the 32nd national capital of Iran. The city was the seat of the Qajars and Pahlavis, the two last monarchies of Iran. It is home to many historical collections, including the royal complexes of Golestan, Sa'dabad, and Niavaran, as well as the country's most important governmental buildings of the modern era. Large scale demolition and rebuilding began in the 1920s, and Tehran has been a destination for the mass migrations from all over Iran since the 20th century. Tehran's most famous landmarks include the Azadi Tower, a memorial built under the reign of the Pahlavi dynasty, and the Milad Tower, the world's sixth-tallest self-supporting tower which was completed in 2007. The Tabiat Bridge, a newly-built landmark, was completed in 2014. The majority of the population of Tehran are Persian-speaking people and roughly 99% of the population understand and speak Persian, but there are large populations of other Iranian ethnicities such as Azerbaijanis, Armenians, Lurs, and Kurds who live in Tehran and speak Persian as their second language. Tehran is served by the international airports of Mehrabad and Khomeini, a central railway station, the rapid transit system of Tehran Metro, a bus rapid transit system, trolleybuses, and a large network of highways. There have been plans to relocate Iran's capital from Tehran to another area, due mainly to air pollution and the city's exposure to earthquakes. To date, no definitive plans have been approved. In 2016 The Municipality of Tehran, Human Resource Development decided to develop a new scientific journal as International Journal of Human Capital in Urban Management (IJHCUM) as a founder. IJHCUM is an open access, peer-reviewed journal affiliated with Municipality of Tehran focusing on employment and allocation of human capital for urban management, including urban multidisciplinary themes such as human resources management, urban HSE, urban services, transportation and civil management. Presenting practical issues existing in urban management from the perspective of human capital, the journal publishes original research papers, reviews, case studies and short communication covering all aspects of urban management linking the theory with actual applications and providing rigorous, critical analysis of real cases with the objective of identifying best practices in the management of human capital. The Editor in Chief if Journal is Dr. K. Teymournejad and the Managing Editor is Dr. S.M. Tehrani.
Dr. S.M. Tehrani is now working as the managing Editor of International Journal of Human Capital in Urban Management (IJHCUM) in Tehran Municipality. She obtained her OND in Hotel and Catering Management from Westminster Collage in London and her B.A. from Islamic Azad University in English translation. Her M.Sc. and Ph.D. are from Islamic Azad University in Environmental Management with honored degree. She has published numerous articles in the field of Environmental management and E-Commerce. Most of her work is based on the link between E- Commerce applications in the favor of reduction of energy use and reduction of air pollution. She is now teaching in various subjects such as urban environmental management, urban solid waste management, Environmental pollution control and the role of E-shopping management strategy in urban environment. She is also acting as an assistant professor in Islamic Azad University in the Tehran East branch.

Dr Abdi has 20 years of academic and industrial experience and consultancy in the areas of production and operations management, supply chain management, decision support systems, manufacturing systems, environment management, and humanitarian operation management. He has extensive experience in the areas of computer modeling and simulation, multi-criteria decision modeling, analytical hierarchical process (AHP), analytical network process (ANP), fuzzy logic, Markov chains, and systems dynamics. Dr Abdi has published a number of highly cited peer reviewed journal articles, two research books, and several book chapters and 50+ papers in international conference proceedings in the area of operations management and reconfigurable manufacturing, and environment management. Dr Abdi has successfully completed supervision of 8 doctoral theses and completed a number of innovative technology projects in the area of supply chain management and lean manufacturing, computer simulation, data mining, quality management and six sigma, information management, and environment management.
Munim Kumar Barai is Professor of Finance at the Graduate School of Management, Ritsumeikan Asia Pacific University (APU), Japan since April 2010. He served the International Management Institute Kolkata, India as a Visiting Professor in 2016-17. Previously, Br Barai taught at a number of universities in Bangladesh. Dr. Barai completed his Masters, M.Phil. and PhD from Delhi School of Economics, the University of Delhi, India. He is a recipient of a number of academic awards including ICCR Fellowship, UGC (India) Junior and Senior Research Fellowship and JSPS Grants-in-Aid (Japan).With an Asian Scholarship Foundation (ASF) Fellowship, Dr. Barai spent a year Hanoi to study the role of doi moi in poverty reduction in Vietnam. He was a Fulbright Scholar and completed post-doc research at the University of Pennsylvania, USA. His present research interest includes developments in regional trade, macroeconomic issues and finance. ProfessorIrene H. Chowjoined Hang Seng Management College in 2013. She is currently the Head of the Department of Management and Programme Director of BBA-MGT Programme. Before she joined the College, she worked in the Department of Management at the Chinese University of Hong Kong for the past 30 years. Professor Chow’s visiting teaching appointments included Singapore, Taiwan, and the USA. Professor J. Nouri is an Emeritus Professor of the Department of Environmental Health Engineering, School of Public Health and Institute of Health Research Center of the Tehran University of Medical Sciences. He obtained his MSc and PhD degrees in Environmental Science from University of London in 1980 and the BSc degree in biology from University of Tehran in 1971. His major research interests are in environmental science and management areas such as environmental impact assessment, heavy metals pollution as well as dealing with environmental issues at industrial and urban studies. He has been appointed as an advisor to the Ministry of Science, Research and Technology for assessment and evaluation of scientific publications in the nation and also, as a member of the Science Publishing Workgroup of the Ministry. He also holds nationwide conferences and workshops on academic publishing and related issues and challenges. He has been served as the Dean of the Graduate School of the Environment and Energy of the Science and Research Branch of the Islamic Azad University during 2014-15. He carries more than 35 years of environmental research and teaching experience encompassing a variety of environmental science and management area. He has published 14 scientific books and more than 165 articles about related subjects at international journals. He has as a funder and acted as the Editor in Chief of an ISI/ Web of Science journal called “International Journal of Environmental Science and Technology (IJEST)” for 10 years. Moreover, he has been the Co-Editor of “Iranian Journal of Environmental Health, Science and Engineering (IJEHSE)”. He is currently serving as the founder and the Editor in Chief of a new journal called “Global Journal of Environmental Science and Management (GJESM)”. I joined Marquette University in 1981 after earning my Ph.D. and MA in economics from the University of Kansas. My specialization is business cycles, economic growth, monetary and financial economics, and applied econometrics. I am a former chair of the Economics Department and the current director of graduate studies in economics. I have published more than forty articles in such peer-reviewed journals as Journal of Macroeconomics, Journal of Money Credit and Banking, Review of Economics and Statistics, Applied Economics, Journal of Post Keynesian Economics, the National Tax Journal, Journal of Economics and Business, Journal of Economics and Finance, and European Journal of Political Economy.
