BACKGROUND AND OBJECTIVES: In a context of instability caused by various crises, including military crises, the higher education system is at great risk. Practice-oriented (dual) education is one of the most effective ways to address this problem. The innovation of this study is that for the first time a theoretical and practical model for involving all stakeholders in this process has been created and tested. The aim of the article is to substantiate a socially responsible dual education system in an unstable environment.METHODS: In terms of objective, this is an applied and quantitative study. The study population is estimated at 13 universities, 10 companies, 50 students between November 2021 and November 2022. The sample size is estimated using the Cochrane formula. A standard 5-point Likert scale questionnaire was used to collect data, where groups of questions corresponded to 4 hypotheses. All data were investigated by factor and cluster analysis using STATISTICA software (version 10.0).FINDINGS: All four hypotheses were confirmed. Before the war, the first and second hypotheses were prioritized. According to them, the process approach of social responsibility of dual education allows designing and launching a system of social responsibility of dual education and creating a talent pool at the employing enterprise. After the outbreak of hostilities, the priorities changed. The third and fourth hypotheses allow, through the organization of supportive (enabling) processes, to ensure the effective functioning of the system. As a result, the majority of stakeholders (31%) consider it necessary to modernize the mentoring system and provide graduates with relevant professional skills, while methodological and career guidance came in second and third (16% and 13% respectively).CONCLUSION: Using the theoretical and practical model of formation and implementation of dual education in the unstable conditions of Ukraine will help to solve the problems of the country out of crisis, post-war recovery of higher education system, to bring the requirements of production with the possibilities of training specialists in universities and can be applied in other countries in a similar situation.

The Objective of this study was to design a model for career management of Tehran Municipality employees. METHODS: The research method was Qualitative-Quantitative and the statistical population of the study was 11 experts in the qualitative section and 660 employees of the organization in the quantitative section. The data collection tool was semi-structured interviews in qualitative section and in quantitative part of the questionnaire was researcher-made. Using the Grounded Theory and Theoretical Coding, the initial model was presented and the final model of the research was presented using Delphi technique and obtaining the opinions of experts. Exploratory Factor Analysis and Structural Equation Modeling were used to validate the model. FINDING: The final research model was based on 6 categories, 13 factors and 36 concepts: Causal Conditions included individual and organizational factors, Context including hardware and software capabilities, Intervening Conditions including environmental, behavioral and structural barriers, and Strategies including development and current strategies. Consequences of model implementation were classified into three categories: employees, organization and citizens. Among the 36 concepts identified, the highest factor load was related to the concept of job enrichment with a value of 0.882 and the lowest factor load was related to the concept of productivity with a value of 0.712. This model was investigated among the employees and the results of validation confirmed the model. CONCLUSION: By implementing career management, the field of growth and prosperity of employees in the organization is provided and improves the productivity of the organization and customer satisfaction.

New Urbanism design principles have been adopted for many urban planning efforts in recent years. The purpose of this paper is studding the structure and space of Shahid Beheshti Square as one of the most important and old squares of Tabriz from the view of new urbanism principals. In order to reaching this purpose the data were collected through a questionnaire distributed among peoples that attend in Shahid Beheshti square and an Exploratory Factor Analysis using Principal Component Analysis was carried out and to reaching to the accurate data interview used as supplementary method. The results show that among the new urbanism design principles, Increased Density is the only principle that observed in study area and Green Space, Mixed Housing and Connectivity are the principles that have the low factor load. Actually the urban space in square is not designed based on new urbanism principles and failed to satisfy the satisfaction of the people to the use of space.

Human capital is considered as a strategic resource among the main resources of any organization and an important factor in producing and presenting services to the society. Improving the productivity of human capital is the main cause of the improvement of productivity in organizations. Management of human capital development, focuses on the quantitative models and technics to test the productivity of the entire system. The central goal is to determine common and distinguishable indicators of human capital productivity in two levels of staff (individual) and organization (management). According to the previous researches and available managerial theories, 29 variables were selected for two main indicators in two levels of staff and organization. Due to the complexity of testing the productivity in the urban management organizations and the need to determine the variables, exploratory factor analysis test was randomly distributed and conducted among 350 people from the target society of human capital urban management (Tehran Municipality) during four phases with setting out a questionnaire consisted of 22 items in Likert scale which distributed randomly. Output of first phase supported 19 variables out of 29 first variables. In the next phase, matrix of variables (partial indicators), was formed due to the correlation coefficients and classified and defined according to two main research indicators by variance analysis in which weight of organization index and staff index were calculated 0.623 and 0.597, respectively. Therefore, programing for the improvement according to process cycle for both main indicators and other exploratory indicators was offered.
