Evaluation of ‘Guanxi’ concept between Chinese supervisors and workers in hydropower projects: conflicts and safety perspectives

Abstract BACKGROUND AND OBJECTIVES: The duality of Chinese management style called guanxi might have a potential difference between Chinese and African ideologies, and may give rise to injustice in some overseas contracting projects leading to conflicts, fights and safety issues. Therefore, effective action is needed in improving Chinese contractors-local workers relationships on project sites. Hence, assessing the extent to which Chinese managers practice guanxi on African workers, and how guanxi is affecting conflict and safety standards shows the extent of hope in mitigating risks and improving management. Specifically, this case study attempted to sort out and rank all difficulties Chinese managers encounter while undertaking hydropower projects in Cameroon, to find out whether or not there is a supervisor-worker guanxi relationship on dam construction sites and whether or not guanxi is implicated in Sino-Cameroonian workers conflict and safety.
METHODS: SWARA method was used to analyze and rank difficulties, qualitative and quantitative assessments were undertaken for theories studies. After a workshop and semi-interview with Decision Makers a first survey was designed to gather scores of difficulties that ended to a ranking from most to least important using SWARA method. Then two questionnaires were structured and sent to local workers and Chinese project engineers, to gather all information about guanxi, conflicts and safety score. After a consistency study on 526 local workers and 40 Chinese manager’s responses selected from three different hydropower projects, the overall Cronbach’s alpha was 0.93 for supervisors and 0.88 for workers.
FINDINGS: The results of SWARA ranking showed that the problem areas giving rise challenges to Chinese contractors are mainly related to the language barrier (W=47.7%) and interpersonal issues (w=13.35%).The findings of hypotheses testing suggest that guanxi is not applied on local workers by Chinese managers with statistics X=4.36<26 and X=2.3514 respectively, thus ,hypotheses H21 and H22 were both supported; yet workers do have conflict relationship and do not feel safe working with Chinese managers stated with statistics 27.4 and 24.9 respectively. However, the application of guanxi may play an important role in positively affecting the conflicts and safety management in Chinese oversea megaprojects. Using these results, recommendations were thrown on project, conflict, and safety management.
CONCLUSION: As the number of Chinese investments in infrastructures in Africa keeps increasing, the findings in this research may provide all parties with crucial information for better understanding of local workers they might hire for their numerous projects. Abstract In the last decades, large organizations have paid more attention to the topics such as creativity and innovation in organizational level because of changes and evolutions in the increasing competition field and unreliable environmental conditions. This research investigates the influence of emotional intelligence on the organizational innovation. This research is considered application-oriented and descriptive regarding the objectives and data collection method, respectively. Statistical population of the research included 300 employees from whom 169 employees were selected as statistical sample applying simple random sampling method and Cochran`s formula. Data collection was performed on the basis of standard questionnaires of emotional intelligence and organizational innovation. Questionnaire`s stability was calculated as 0.88 applying a Cronbach`s alpha coefficient. The obtained data were analyzed by applying regression and correlation coefficients in software SPSS. Research results showed that emotional intelligence and it`sdimensions had a significant positive influence on the organizational innovation in the employees

Abstract Organizational commitment is one of the most widely researched topics in the field of organizational behavior. The main objective of this study was to investigate the impact of organizational commitment on individual interactions which was conducted in Municipality of Karaj. To achieve this objective, the data was collected using the Standard questionnaires applying descriptive statistics and inferential statistical methods within the population consisted of 400 employees of Karaj municipality. The present research is a descriptive and co relational study and is of applied type. The results indicated that there is a significant relationship between the dimensions of employees’ individual interaction and organizational commitment in Karaj Municipality. Besides, correlation with other variables of individual engagement and commitment were not verified. At the end, it is suggested to Karaj Municipality that regarding human force as human capital and before recruiting and employment and maintenance, make attempt to identify internal and personality features of them to design required plans in the promotion of organization commitment and drive to
more exploitation.

Abstract The cancerous spread of slum has been a rampant problem in urban areas worldwide. The acute shortage of housing facilities compels the poor to live in slums. Proper rehabilitation is considered as a very essential remedial measure to provide better living environment to slum peoples. This study is an essential attempt to gauge the effectiveness of a rehabilitation program, which studies the changes in socio-economic and health condition of rehabilitated slum dwellers since they got rehabilitated. In order to do so, a household survey was carried comprising 240 households in two rehabilitated sites in the city of Kolkata (ward no. 107 and 114) during the month of July, 2014. The results conforms a strand of a belief that in-situ rehabilitation or rehabilitation within short distance is more effective. A rehabilitation too far away area disrupts the existing social, economic and political ties of neighborhoods. Measures have also been proposed to overcome such problems and to make the slum dwellers an integral part of urban society.

Abstract Knowledge is a key factor and strategic resource for gaining assets and non-functional organizational capabilities. Knowledge Management is the knowledgeable process of creating, validating, presenting, distributing and using the knowledge in an organization. Successful organizations consider human resource development as a fundamental principle. This study aims to investigate the Knowledge Management Effect on Managers Skills Improvement. The present study is practical and the data collection method is descriptive. The statistical population includes 200 managers in Shiraz Municipality, out of whom 128 people were selected as the statistics sample by simple random sampling and Morgan’s table. The standard questionnaire of knowledge management variables and managers skills were used as the instruments for data collection. And Cronbach’s Alpha Coefficient confirmed the questionnaire validity to be 0.92. The data analysis of the study was investigated by Partial Least Squares and Statistical Package for Social Science software. The results show that knowledge management has a positive and significant effect on human, operational and perceptual skills of Shiraz Municipality managers.

Abstract Human capital is considered as a strategic resource among the main resources of any organization and an important factor in producing and presenting services to the society. Improving the productivity of human capital is the main cause of the improvement of productivity in organizations. Management of human capital development, focuses on the quantitative models and technics to test the productivity of the entire system. The central goal is to determine common and distinguishable indicators of human capital productivity in two levels of staff (individual) and organization (management). According to the previous researches and available managerial theories, 29 variables were selected for two main indicators in two levels of staff and organization. Due to the complexity of testing the productivity in the urban management organizations and the need to determine the variables, exploratory factor analysis test was randomly distributed and conducted among 350 people from the target society of human capital urban management (Tehran Municipality) during four phases with setting out a questionnaire consisted of 22 items in Likert scale which distributed randomly. Output of first phase supported 19 variables out of 29 first variables. In the next phase, matrix of variables (partial indicators), was formed due to the correlation coefficients and classified and defined according to two main research indicators by variance analysis in which weight of organization index and staff index were calculated 0.623 and 0.597, respectively. Therefore, programing for the improvement according to process cycle for both main indicators and other exploratory indicators was offered.

Abstract The main objective of this research is to determine the role of passive defense in urban crisis management from the perspectives of experts and urban managers Municipality of Tehran- District, 5. In order to carry out the study, an analytical-applied research method and a combination of documentary, descriptive, analytical and case study methods are used. All managers and experts of Tehran’s municipality in the District (n=950) at all divisions and departments constitute the population of this study. 274 samples are selected using simple random sampling method. A researcher-made questionnaire is used as research tool whose validity and reliability are tested based on the views of the research supervisor, advisor, experts and managers of the municipality, and Cronbach's alpha test (a= 0787), respectively. Then, data analysis is performed using SPSS software (v21). According to the research findings, passive defense is effective in reducing damages to cities and application risk, and developing a proper pattern for urban sustainability using experts and managers perspective (p<0.05).

Abstract This research elucidates the trip pattern of the low-density residential zone in a semi-urban industrial cluster of southwestern Nigeria. These sets of dwellers are often times neglected in the transportation planning process with the view that it is not a residential zone. Domiciliary information gathering procedure was employed in the analysis with 0.82 return rates. It was backed up with the focus group discussion method. Data on Frequency of trips, per capita trip, modal choice, and socio-economic and demographic data were collected, collated, and analysed using statistical software. Accordingly, a predictive model was formulated for the trip pattern for the low-density area. This was achieved with the aid of statistical software SPSS version 21.Consequently, the results of the multiple regression models showed that both monthly income and car ownership had a significant positive influence on the work trip while only car ownership positively influences non-work trip. R2 values of 0.729 and 0.739 were obtained for the descriptive model at 95% confidence level. This established the robustness of the model, the analysis showed that monthly income and car ownership had a significant positive influence on the work trip with an R-square value of 0.729 and 0.739 for work and non-work trip respectively. This indicated that household will embark on more trips with an increase in car ownership and monthly income. However, effective transportation planning and traffic infrastructural development are recommended to meet the demands of the increased number of trips daily.

Abstract The current research is trying to identify the effective modules (system modules) that form the integrated e-learning dashboard for educational processes and learning opportunities based on ISO 29990 in the municipality of Tehran. The educational process management system, which is currently providing classroom training services, is able to improve the situation by incorporating integrated management systems for human resources development processes. Based on the conceptual model, the construction of the four main factors, the process of management system, the learning management system, evaluation and effectiveness system, the employee competence development system are marked as the factors that included in the electronic management dashboard of learning processes are in interaction with their constructive components, which, according to the problem and research questions, they were tested in terms of factor load and their effect on each other after defining the variables in the software and recording data using factor analysis and multiple regression at a meaningful level. The most influential factors with the 0.875 was the Process Management System, and other factors with the difference in impact levels being prioritized in the next rankings. Also, the fit of the whole model was calculated based on the relevant index along with the validity of the research structure and the result were positively evaluated.

Abstract This study is an attempt to monitor and investigate the main elements of social harms from political, economic, sociocultural, technological, environmental and legal perspectives in accordance with the factors of PESTEL. One of the findings of the present study indicates that Iran has taken several measures in order to fight narcotics. In poverty and unemployment, it must be admitted that casting shadow of global economic situation on Iran's economy along with failure to implement Article 44 on the Constitution have led to the fact that a considerable section of the country’s economy has remained under direct government control. It seems that broadcasting performance has been weak from cultural perspective; this issue has caused satellite networks intrusion on the culture of people. No organization instructs young generation in life skills and how to prevent from divorce. This problem together with lack of life facilities has caused many marriages to end in divorce within the first year. Considering limited financial resources, the municipality and its affiliated organizations have had a quite good performance in organizing homeless people, but it is not sufficient. Donations contributing to susceptible classes of society are assessed absolutely positive and worthwhile. Street children are considered as an increasing harm in the world and Iran. If we do not reflect on some strategies in order to address this issue, it will be converted to a social crisis. Beggary has a significant manifestation in megacities as a social harm and challenge; it is mostly assumed to be a social dilemma rather than an individual problem. It can be really influential to educate people how to behave with beggars.
Validation of performance of ISO 14001 through developed model

Abstract The case study is based on ISO 14001 and compares the validation with other certified industries. In view of the above, response has been collected to have further improvements through developed model which was prepared based on the factorization of various input and output variables which is linked to the clauses of ISO 14001. The developed model has represented almost all the clauses of ISO 14001 considering main content of the all the clauses. Response is collected from the industries where input and output variables were sent earlier and also those involved in the implementation of the system. Evidences arrived out of case study suggests that the model questionnaire improves the environmental performance of an organization and bringing effectiveness in the system. This study will give better results after implementation of the model in any sector. Due to the implementation of model, the study has brought the improvements in ISO 14001and surrounding environment as well. The study on validation stated that by implementing the model, the industries where survey took place have achieved almost 30% improvement in environmental performance.
Potential for energy recovery from municipal plastic wastes generated in Nigeria

Abstract Management of municipal solid wastes (MSW) in most developed societies now involves the use of thermo-chemical conversion methods. This leads to energy and material recovery while also protecting the environment. However, till date most of the wastes generated in Nigeria (including plastic wastes) are either land-filled or openly burnt. These methods are not sustainable and environmentally non-friendly. The reason is that so much space will be needed to accommodate the ever increasing wastes as a result of land-filling and open burning leads to environmental pollution and health challenges. Also, the inherent energy in plastic wastes, as a result of the fact that they have their origins from oil and gas, is not recovered for the benefit of meeting the energy requirements of the populace. Meanwhile there is serious inadequate supply of heat and electricity, the production of which could be improved if the plastic wastes are also applied for electricity and heat generation. This study estimated the amount of energy loss due to the prevailing method of disposal adopted for plastic wastes in terms of quantity of oil and electricity that could have been produced if thermo-chemical approaches were adopted for these wastes. It showed that about 17.3 million barrels of crude oil (worth about $1 billion) and 7.1 million MWh of electricity (capable of powering 4.4 million households) could be produced from the plastic wastes generated in the country. Therefore, plastic wastes should be embraced and treated as a resource rather than “wastes”.

Abstract Nowadays Information and Communication Technology effects on all aspects of human activities, such as teleworking, electronic commerce, electronic banking, electronic learning, etc. the most of these services can prevent unnecessary travels in cities especially in rush hour. The aim of this study is to explore the frequency of electronic shopping and in-store shopping in Tehran, according to gender, educational background and employment status in order to obtain some information about the behavior of online and traditional shoppers in Tehran. For this purpose, 510 questionnaires were collected and the shoppers were categorized and analyzed in some groups, using SPSS23. The findings showed that the people often tend to buy their favorable products traditionally. As expected, the percentage of people that never experience electronic shopping is high but the development of online shops and mobile apps can attract people to this way of modern shopping. A good strategy for improving online marketing will reduce traffic congestion, travel time, energy consumption, and air pollution and so on.
A GIS- Based suitability analysis for siting a solid waste in an urban area

Abstract An appropriate solid waste disposal has been a major problem in municipal environment. The use of landfills is the most economical and environmentally acceptable method for the disposal of solid waste all over the world. The analysis of spatial data and consideration of regulation and accepted criteria are part of the important elements in the site selection. The aim of this paper is to show how application of geographic information system could be used for siting solid waste disposal in Abadan city. In this paper, we consider types of soil suitable for solid waste disposals, land use/ land cover, transportation routes and proximity to surface water. Relative importance weight of each criteria in the geographic information system was determined and finally suitability map was prepared. Based on the final suitability map, appropriate solid waste landfill site was located in north east part of the study area. Select the best landfill site among the candidate ones, and the output results can enable decision makers to make appropriate decisions to reduce the costs both in economic and environmental criteria.

Abstract BACKGROUND AND OBJECTIVES: People usually welcome the spirit of cooperation to meet their needs using different methods and goals. In cities, the formation of non-governmental councils and organizations reflects this trend with the aim of creating equal social opportunities and positions (power, dignity). Participation and e-participation offers an intellectual and doctrinal framework with major applications in social, economic, cultural, and political dimensions of a country. This article aims to explore the association between participation and moral, religious, political, and psychological variables in Iranian urban management as a model.
METHODS: This is a qualitative research and a descriptive-analytical method has been adopted for modeling.
FINDING: The results suggest a positive correlation between participation and four variables studied along with their applications in the Iranian urban management. Another finding of the research is the modeling of moral, religious-Islamic, political, and psychological variables related to Iranian participation and urban management toward urban governance.
CONCLUSION: The elevated social and political awareness of citizens has also led to social solidarity and the strengthening of democracy based on participation. Efforts to redistribute power in the urban system management represent another effect of social participation in urban management and urban governance in Iran. It is also experiencing the transition from urban government to urban governance with participatory, law-abiding, transparency, justice, efficiency, accountability, and decentralization approaches.

Abstract The city is alive with dynamic systems, where parks and urban green spaces have high strategic importance which help to improve living conditions. Urban parks are used as visual landscape with so many benefits such as reducing stress, reducing air pollution and producing oxygen, creating opportunities for people to participate in physical activities, optimal environment for children and decreasing noise pollution. The importance of parks is such extent that are discussed as an indicator of urban development. Hereupon the design and maintenance of urban green spaces requires integrated management system based on international standards of health, safety and the environment. In this study, Nezami Ganjavi Park (District 6 of Tehran) with the approach to integrated management systems have been analyzed. In order to identify the status of the park in terms of the requirements of the management system based on previous studies and all Tehran Municipality’s considerations, a check list has been prepared and completed by park survey and interview with green space experts. The results showed that the utility of health indicators were 92.33 % (the highest) and environmental and safety indicators were 72 %, 84 % respectively. According to SWOT analysis in Nezami Ganjavi Park some of strength points are fire extinguishers, first aid box, annual testing of drinking water and important weakness is using unseparated trash bins also as an opportunities, there are some interesting factors for children and parents to spend free times. Finally, the most important threat is unsuitable park facilities for disabled.
The level of adoption of E-commerce by small-medium scale industries

Abstract The empowerment of small-medium scale industries must be carried out thoroughly through the provision of business development opportunities to the greatest extent so as to be able to increase the role and potential of the industries. The purpose of this study was to analyze the internal influence of the human resources competencies on technology and the organizational readiness to the level of adoption of e-commerce in craft small medium industries. The analysis used by researchers to determine the effect of each variable using multiple linear regression analysis techniques. This study shows that 79 percent of human resources owned by small medium scale industries have the expertise to operate computers and have adaptability that is fast with changes in information technology but from an organizational perspective 70 percent of them do not provide adequate information technology devices (computers/smartphones and internet networks) even though craft small-medium scale industries who are respondents 100 percent understand technological change and development.
Sustainable urban development through complete street policy implementation

Abstract Nowadays, the expansion of the cities is an inevitable necessity; increasing the dependence of the citizens on motor vehicles and, consequently, making development of the transportation networks a necessity rather than an option. Thus, increasing car ownership and car use has created many problems for the cities, such as increasing greenhouse gas emissions, environmental pollution, casualties of accidents and reducing pedestrian safety. For instance, since 1970, CO2 emissions have increased by about 90%, with emissions from fossil fuel combustion and industrial processes contributing about 78% of the total greenhouse gas emissions increase from 1970 to 2011.Thus, in this study, complete street policy is proposed as a tool to solve these problems. This policy has many benefits including reducing transportation costs, increasing travel options, increasing safety, reducing air pollution and improving the quality of life for people. In this research, Jomhuri Street in Shiraz city has been analyzed according to complete street criteria by using SWOT and Space Syntax method. Finally, some strategies including using ramps for the disabled pedestrian, maintaining the continuity of the sidewalks, using techniques to decrease the width of the street and considering suitable furniture along the street are proposed to make Jomhuri Street a complete street. Therefore, in the process of formulating the appropriate strategies and policies for this Street, the attempt is to improve sustainable urban development through the creation of safe spaces to facilitate the movement of all users in the street.

Abstract This study aims at identifying the relationship between managers’ leadership style and employees’ job satisfaction. To achieve this aim and to examine the research hypotheses, two types of questionnaires, including Likert scale for leadership style and Job descriptive index for job satisfaction, were distributed among 218 employees in 3 different departments of Finance and Administration Deputy of Tehran Municipality. The research data analysis was carried out at inferential statistics level using SPSS software. In this study, the independent variable of leadership style was in four levels of autocratic-colonial, autocratic-charity, advisory and participatoryas well as the variable belonging to employees’ job satisfaction. The results showed that the third leadership style (advisory) was the dominant style in the community. There was a positively meaningful relationship between managers’ leadership style and employees’ satisfaction. There was also a negatively meaningful relationship between employment type and gender with the employees’ job satisfaction. Moreover, type of workplace was an influential factor in job satisfaction while its rate was not similar in each department

Abstract Municipality of Tehran with huge number of employees and with the aim to reduce stress and promote the work efficiency, seriously wants to achieve suitable and utilizable studies. Osipow's job stress test is one of the best tools to reach this aim. Data population includes securities building of municipality of Tehran (88 persons from region 18 and 72 persons from region 20), who were randomly chosen to be participated in the current survey. For this purpose three types of working hours schedule such as full time shift ( 24 hrs work, 24 hrs rest ), day-shift and night-shift workers, were selected. Data were analyzed by SPSS software and processed by a professional test, MANOVA. Difference of scores in workload role and insufficiency role in subjects with considering of age groups in confidence 95% was valuable (p<0.05). Differences of scores in job stress and subscales of insufficiency role, ambiguity role with considering of work shifts in confidence 95% were statistically significant (p<0.05). At the end, differences of scores in subscales of role rang and responsibility with considering of job regions in confidence 95% were statistically significant (p<0.05).This survey determined that stress decreased with increasing the age. Also work shift had important role in the amount of stress. Therefore, the lowest level of stress was among night-shift workers and the highest stress level was among day-shift workers and 24-24 group was between them. Of course region of workers was related with job stress.

Abstract Human resources play a crucial role in the evolution of the organizations, and huge organizational developments caused by unlimited intellectual capacity of human resources. Therefore, of the priorities of any organization is to preserve these valuable resources. In this regard, an appropriate alternative is to improve the quality of work life in organizations. To this aim, the quality of work life was investigated among the staff employed in General Department of Human Resources of Municipality of Tehran (the study population was included of 3 types of employments one official and two contractual employments), during 2017- 2019. The research method is descriptive-survey and the data were collected using the Walton work quality of life questionnaire (1973) and a researcher-made questionnaire on demographic characteristics. Data were analyzed using SPSS software and statistical Tests including frequency, mean and standard deviation, and inferential statistical test including one-way T, Pearson correlation and analysis of F variance. The results indicated that the status of quality of work life in the studied area is 3.03 and above mean from the staff point of view. Also, the mean scores of life quality amongst Hadianshahr (one of the tow contractual employments) were lower than official (fixed) staffs and Khadamate Edearie Shahr (one of the two contractual type of employments). In terms of demographic variables, an adverse relationship was observed between quality of work life and age.

Abstract BACKGROUND AND OBJECTIVES: Today, many factors and forces influence urban development and its organization. The uncontrolled development of cities and their uneven growth is due to various political, physical, economic, social and cultural processes. The purpose of this study is to evaluate and analyze the mechanisms affecting the urban development of Boroujerd city and its sphere of influence
METHODS: The research method is structural-analytical-descriptive, which is the main purpose of applied research by collecting data, analytical, quantitative, and documentary methods that have been used to explain the conceptual framework of research in the form of indicators. Delphi method was also used with emphasis on fuzzy logic.
FINDINGS: The results of regression analysis showed that the correlation coefficient of the variable of land exchange on Boroujerd urban development was equal to 0.740 and also the level of activity of this city in the two economic sectors of industry and services is of basic type and showed a higher value than other urban areas of the province and also unemployment index shows that city has less unemployment (19.3%) than other cities in the province and the average rate of the province (23.9%).
On the other hand, the impact of factors and indicators of natural population growth in Boroujerd in the field of urban development was 1.97, which was a small part of urban population growth and development.
CONCLUSION: Economic and social indicators have an undeniable role in the formation and development of the city and its sphere of influence and should be considered by city officials and stakeholders. So based on the development of policies such as Planning to organize the privacy and preventing the settlement of immigrants, prevent the land mechanism and also new development patterns can solve the future matters of the city.
The effect of spirituality in the workplace on organizational commitment and organizational citizenship behavior

Abstract Spirituality by creating an atmosphere of trust in the workplace increases the commitment. This commitment includes an employee’s commitment to the organization and the organization's commitment to its employees and customers. In organizations with high levels of spirituality, employees have more positive attitudes and organizational commitment compared to organizations lacking the same values. The present study tries to investigate the relationship of spirituality in the workplace with the organizational commitment and the organizational citizenship behavior among the employees. Structured questionnaire is used for data collection and significance of the relationship between the research variables and the hypothesis are determined through LISREL software and the Structural Equation Modeling. The sample size, using the formula of sampling from a limited society, is 166 employees from total of 472workers. The results of this study revealed that there is a significant and positive relationship between workplace spirituality and organizational commitment and organizational citizenship behavior. Moreover the Organizational Commitment has a positive impact on organizational Citizenship Bbehavior too. This study has been performed in District 9 of Tehran Municipality in 2015.

Abstract Abstract
Justice has always been a controversial issue and it is difficult to agree on its definition and dimensions. According to some experts, in order to establish justice a criterion should be defined for each blessing, gift or each area and transportation can be considered as one of these areas. In this study, in order to investigate the justice status in the distribution of urban transportation services, five criteria of equal opportunity, difference, need, participation in public interest and entitlement were determined as the criterion for the subsequent investigations. The use of these criteria was based on different views and perspectives, and in addition, a number of them have been used in other studies. The numerical taxonomy was used to assess the status of Tehran metropolitan areas in terms of relative level of transportation development. The main objective of this study was to find out the extent to which the urban transportation services were equally distributed at the metropolitan level in Tehran. Comparison and investigation of justice among Tehran's metropolitan areas also indicated that on the one hand, there are significant inequalities among the sectors in terms of space and, on the other hand, the distribution of the part of facilities examined in this study is not in favor of the deprived areas and benefits the advantaged regions. Finally, in the conclusion section , the implications of this situation were addressed and the strategies that can be taken into account in this regard were taken into consideration.
Feasibility of E-learning management system for the staff of Tehran Municipality

Abstract Empowering employees in specialized and general qualifications fields is required for urban management organization (Tehran Municipality). Planning and establishment of comprehensive system of electronic learning is considered the main goal of human resource and educational managers. . This study tried to investigate the feasibility and execution of electronic learning courses for in-service staff. Training system for in-service staff is the most effective method in educating staff. Implantation of the system includes five necessary variables such as, hardware, software, electronic content, human resources and cultural proceedings.
Initially, the main variables and the associated data of 550 people were recorded in the Likert-type scale through the information on the questionnaires. Then correlation analysis, variance and multiple regressions were performed. Description of data containing the collection of general characteristics of respondents, including managers, expertise of human resource and educational managers of Tehran municipality were summarized. The results indicated that the correlation coefficient of variables was R = 0.804 which represents the total correlation of the model. The next output showed the certainty of a linear relationship between the variables through analysis of variance. Then according to the standardized regression coefficients and the initial linear regression equation, the model with five variables was drawn and the effectiveness of each of the variables on the dependent variable (the deployment of Electronic-learning system) was examined and interpreted.
